COBYS resource families are married or single persons, families with or without biological children, and families with or without a stay-at-home care-giver. They have in common a desire to share God's love with children in need. Resource parents must live within reasonable driving distance of our Lancaster County main office and meet these criteria to be eligible to serve:
- At least 21 years of age.
- If two people are presenting as parental figures in the home, they must be married to each other and complete a marital inventory.
- Single or married persons must be either married, divorced, widowed, or legally separated for a minimum of one year prior to applying.
- Able to provide transportation for foster children to appointments and visits.
- Practice positive parenting skills and pledge not to use corporal punishment.
- Able to meet the physical, emotional, cultural, and spiritual needs of foster children.
- Willing to establish positive relationships with birth parents.
- Willing to communicate openly with COBYS staff on all matters impacting a foster child's well-being.
Becoming a resource family includes these steps:

- Undergo a detailed home study and pass a home safety inspection.
- Have all household members complete a satisfactory medical appraisal.
- Obtain criminal background checks (including State Police, ChildLine, and FBI clearances), references, and other documents to insure the safety of children in the home.
- Complete all necessary paperwork and interviews, and follow up on any recommendations.
- Specify preferences for age, gender, race, and other characteristics, and provide care when appropriate children are referred.
